  • Anyone who can't show their numbers. The public profile is built from verifiable metrics with a stated source, and the media kit is the first thing that gets reviewed.
  • Anyone who needs every offer that comes in to be taken. The veto policy isn't negotiated campaign by campaign.
  • Anyone who doesn't have an audience yet that a campaign can be built on. There's no published minimum, and what gets looked at is whether there's enough there to sell.
